Education is one way of educating the nation. Education fully
contributes in improving the quality of human development. Human quality should
be improved, because the global competition is increasingly high. In this
global competition, only qualified human will survive. For the younger
generation, they should always be educated and guided to develop their skills
and prepare themselves optimally in the global world.

The quality and good education is a hope of every society. Quality
education will produce quality human resources as high quality human resources
is the motor of development of the nation. Education is one way to develop the
potential of learners as stated in Law No. 20 of 2003 on National Education
System which explains that: “Education is a conscious and deliberate
effort to create an atmosphere of learning and the learning process so that
learners are actively developing the potential for him/her to have the power of
spiritual religious, self-knowledge, personality, intelligence noble character,
and skills needed by him/her, society, nation and country “. It is related
to the educational goals of Indonesia as stated in the foundation of Pancasila
and the Basic Law states that the intellectual life of the nation and develop
fully human faith and devoted to God Almighty and noble character, knowledge
and skills, physical and spiritual health, steady and independent personality,
and sense of social responsibility and nationality.

Law of the Republic of Indonesia No. 20 of 2003 on National Education
System Chapter II, Section 3, states that: “The national education serves
to develop the ability and character development and civilization of the
nation’s dignity in the context of the intellectual life of the nation, is
aimed at developing students’ potentials to become a man of faith and devoted
to God Almighty, noble, healthy, knowledgeable, skilled, creative, independent,
and become democratic citizens and responsible “.

Education is one of the keys in advance of a nation. That is why the
quality of education needs to be prioritized in the form of qualified human
resources for the betterment of the nation. In this case, it is a necessary to
learn what factors affect the quality of education. After that, it can be
determined ways to create quality education. As a national ideology, Pancasila
plays an important role in creating a quality education. Therefore, keep in
mind also about how Pancasila can be a part of achieving quality education.

Based on the description written above, the author formulate the
following issues.

What are the factors that affect the quality
of education?
What efforts that should be done to achieve
quality education?
What are Pancasila roles in achieving quality

Based on the background and the problem formulations above, this paper
is written with the following purposes.

To find out the factors that affect the
quality of education.
To find out the effort to achieve quality education.
To find out the roles of Pancasila in
achieving quality education.

The paper was written in order to be useful for the readers in
increasing their knowledge about quality education, especially on the factors
that affect the quality of education, how to achieve quality education, and the

CHAPTER II

DISCUSSION

 

A.   
Factors that Affects The Quality
of Education

Establishment of quality education
can not be separated from the factors that affect the quality of education
itself. Here are the factors that affect the quality of education according to
Djauzak Ahmad.

1)      Student

Which cover :

a)      Ability

The ability here means physically and mentally able to participate in
the learning system. Students who temporal less healthy or even abnormal, it
would impede the course of the learning process unless it is incorporated into
certain schools that are in accordance with the circumstances.

b)      Environment

Whether good or bad environmental where the students grow up has a great
effect on growth and development of them. The environment includes economics
and socio-cultural, such as the family and the wider, like community, and also
the natural environment or geographical circumstances in which they lived.

2)      Teacher

Which include:

a)      Ability

As well as the students, the teacher is the same, it must have the
ability both physically and spiritually so that teaching can be carried out
smoothly, and has positive implications on learning outcomes.

b)      Educational Background

Each level of education passed by someone is a good debriefing to
continue to higher education or to be implemented into a job. Similarly, when
someone is going to be a teacher, he/she should be competent in their field and
have obtained all the good diplomas according to thir field.

c)      Work Experience

According to Ngalim Purwanto, “In general, any new teachers,
especially new teachers that just graduated from school and went to work, will
find a lot of shortcomings, especially in the experience, compared with the
senior teachers that more experienced. However, we should not assume that any
teacher who has long taught, or maybe the opposite, that new teachers have a
wider knowledge and up to date and very useful for the development and progress
in school “.

d)     Learning Expenses

Learning expenses here means is that anyone who teaches does not mean he
stops learning but instead he had to learn and more to find information for the
progress of his education and for his students.

e)      Discipline and Creativity

A teacher who discipline will
committed to his job, so he was always ready for continuous professional
development, so that knowledge and skills are not old-fashioned. A teacher who
is creative tends to has its own values ??in the hearts of every student.

3)      Curriculum

            Pancasila
and Citizenship Education become one of the compulsory subjects and important
in anticipating the negative cultural values ??as the impact of globalization.
In addition, the curriculum should prioritizes moral education to the students,
such as raise the awareness of human rights in a common life, especially in
Indonesia, which has the country’s cultural diversity.

4)      Facilities and Infrastructure

To gain fluency in the learning process that has been planned, then the
infrastructure should be complete. Facilities and infrastructure include props,
practice tools, laboratory, library, skills, infirmary, offices, buildings and
furnishings.

5)      Teaching and learning process

Thing that must be considered is
materials mastery by teachers. Moreover, the method and what props used by
teachers in teaching. Methods and props used should be interesting for
students, so that the learning process can be fun and not boring. Another
important thing in this process is the evaluation, to test memory and learning
ability of students.

B.    
Efforts to Achieve Quality
Education

Based on the factors that affect
the quality of education above, the following efforts should be made to achieve
quality education.

1)      Teacher Improvement

Teachers have a very important and
strategic position in the developing the potential of the learners. To improve
the professionalism of teachers in the learning, it needs to be improved
through the following ways:

a)      Following Upgrading

Upgrading is an education and
training for teachers. Upgrading activities itself aimed to:

Enhance the quality of personnel as their own profession.

·        
Improving the efficiency of work towards the achievement of optimal
results.

·        
Work development and improved welfare excitement.

So upgrading it can increase the effectiveness and efficiency of work,
expertise and improve education, especially to deal with the flow of
globalization.

b)      Following Education Course and
Classes

This will add knowledge, while the
courses usually include education of Arabic and English and computer skills.

c)      Multiply Reading

Being a professional teacher is
not only a master or read only based on one or a few books only, professional
teachers should read a lot of variety of books to add resource materials to be
delivered so as educators will not lack of knowledge and information that
appears and develop within society.

d)     Visits to Other Schools
(Comparative Study)

A very important thing of a
teacher is visits between schools that will broaden knowledge, exchange ideas
and information about the progress of the school. This will increase and
complement their knowledge and to speak against the problems and shortcomings
so that improvement of education will be achieved quickly.

2)      Material Improvement

In order to improve education, the
improvement of materials is essential to broaden knowledge. This will enable
learners to profess and practice the knowledge that has been acquired properly.
Educators must master the material with added ingredients or other relevant
sources that more actual. So that students are interested and motivated to
learn the lesson.

3)      An Increase in The Use of Method

The method is a tool used to
achieve the goal, then as one indicator in improving the quality of education,
it needs an increase in the use of the method. Which means, not invent or
create a new method, but how its application or its use in accordance with the
material presented, so it can gain the satisfactory results in the learning
process. The use of these methods should be varied in accordance with the
material to delivered so that students will not feel tired and bored or
monotonous.

4)      Improved Means

Means are tools or methods and
techniques used in order to improve the effectiveness of communication and
educational interaction between teachers and students in the educational
process and teaching in schools. In terms of these facilities need to be
considered the efforts to increase as follows:

a)      Deep understanding of the
functions or utility of educational media

b)      Understand the proper use of
educational media in teaching interaction

c)      Making process of the media should
be simple and easy

d)     Choosing the right media in
accordance with the purpose and content of the material to be taught.

All schools includes equipment and
supplies on infrastructure, is described in the book “Education
Administration” composed by Tim Lecturer IP Teachers’ Training College
Malang that explains: school facility includes all equipment and supplies are
directly used in the educational process in the school, for example: schools (
school building), room table, chairs, props, and others. While the
infrastructure is all the components that it indirectly supports the course of
the learning process or schooling, for example: the road to the school, school
grounds, the school rules and everything pertaining to the school.

 

5)      Improving The Quality of Learning

In each of the learning process
experienced by learners not always smoothly as expected, sometimes experiences
difficulties or barriers in learning. These constraints need to be solved by a
variety of efforts as follows:

a)      Giving Stimulus

Interest in learning of someone is
in touch with one’s feelings. Education should use appropriate methods to
stimulate interest in learning and studying in terms of both language and mimic
of the face by varying each of the methods used. Therefore, educator or
institution can  give or provide
facilities and infrastructure, so that learners can receive experience to
please the learners so it can  make
students to learn with the spirits.

b)      Giving Motivation

Motivation is an encouragement for
learners to foster and make them integrally 
talent in the world of learning. Motivation is a major driving forces in
the process of learning, motivation given to the learner can be:

Giving awards.

·        
Giving punishment.

·        
Hold a competition and race.

 

C.   
Pancasila Role in Achieving
Quality Education

Pancasila is an ideology and also
the nation’s identity. Characteristic of Indonesia portrayed in principles of
Pancasila. Thus, Pancasila is also crucial in the achieving of a quality
education. Pancasila is the basis for the Indonesian people in managing their
lives, including managing education. Pancasila is the basis of national
education as stated in Law No. 20 of 2003 Chapter 2 About the National
Education System, which reads: The National Education based on Pancasila and
the Constitution of the Republic of Indonesia Year 1945.

In each of Pancasila, which implicitly contained explaination about
Pancasila role in efforts to achieve quality education, which is as follows:

1)      Belief in The One and Only God (Ketuhanan
Yang Maha Esa)

From these precepts we are taught to believe in one God. Where people
are taught to take care of their religious affairs without interfering in
religious affairs of others. With only one God, we as a religion will learn
about how we worship our Lord, of its properties. That way we know what comes
from our Lord, so that our direction will be more focused by referring to what
has been taught by the previous figures.

In the Pancasila education teaches to carry out education in accordance
with instructions from the Lord. Where all religions teach goodness. All human
beings have the knowledge that is derived from God. Because human birth has
been awarded the intellect and mind that allows human becoming knowledgeable
and distinguishes human from other living beings.

The first principle of Pancasila contribute to an education which
explains that God sent down a revelation to mankind through His envoy, so that
it becomes a revelation to human knowledge. Human acquire the truth and
knowledge through revelation given by God to man. That knowledge can be used as
guidance in educating a person to be personally devoted to his Lord.

2)      Just and Civilized Humanity
(Kemanusiaan yang Adil dan Beradab)

The Sila 2 has role in teaching teachers how to educate a man with a
sense of humanity. Educate people in order to become a person who has a sense
of humanity. Educate with a sense of humanity to not only selfish, but caring
to others. Because men are essentially parallel to another human being, there
is no class of higher and lower, the difference is only on their devotion to
God.

3)      The Unity of  Indonesia (Persatuan Indonesia)

This sila teaches us to unite in our differences in religion, culture,
race, ethnicity and so on, but we remain the same which Indonesian citizens
based on the Pancasila. Although we are different, we are not the same but with
the oath of youth, we have spilled the same blood, the same nation and the same
language as a unifying differences between us all.

In terms of education, sila 3 plays a role in the way of teaching in
schools. One example is that although every school has the authority
respectively in the learning process as well as the management of the school,
but the school should remain guided by the same applicable curriculum. Whatever
the form of learning, whatever type of method used, any book materials and
aims, but schools should not deviate from the curriculum that has been
determined. The curriculum contains standards of competence. This basic
competence unites and equalize schools in Indonesia. 

4)      Democracy, Led by The Inner Wisdom
of deliberations Representative (Kerakyatan yang Dipimpin oleh Hikmat
Kebijaksanaan dalam Permusyawaratan/Perwakilan)

This sila teaches us to democracy, particularly for deliberation to
accept the opinions of others. In education this sila becomes a reference in
making decision. Through a joint agreement that will produce a consensus
together. As for example in class, when the teacher assigned his students to
democratize with a problem. So through this task, the students have started to
be taught to democracy by issuing opinions and respect others opinion.

5)      Social Justice for All The People
of Indonesia (Keadilan Sosial bagi Seluruh rakyat Indonesia)

This sila plays role in the education. Where a leader must be fair to
all members in education and does not discriminate against one another.

In education, this principle plays a role in teaching as a teacher must
not discriminate the students. Discriminate between the rich and the poor, the
ignorant and the smart one, etc. A teacher must give the same attantion to all
his students.

In terms of knowledge, this sila teaches us that knowledge should be
given equally to everyone, no exception.

According to the explanation above, Pancasila has some role in education,
as the following.

1)      As The Basis and Purpose of
Education

Education is closely related to values ??and norms. Because of the
nature of education itself is humanizing. Based on the significance of the
contents of the Pancasila, then everyone involved in education have a basis to
define the goals, curriculum, teaching methods, and so on.

Pancasila as the basis and purpose of 
education is the basis for the implementation of the Indonesian national
education. Through Pancasila, national education can be more focused in
directions and achieving goals.

The purpose of education in Indonesia in accordane with the opening of
the Constitution of 1945 that states educate life of the nation. But not just
smart in terms of intellectual, but also intelligent sense of character in
accordance with the prevailing values ??and behave intelligently.

This is how  Pancasila plays role
in creating the Indonesian people, who are not only smart in terms of
intellectual, but through  Pancasila
someone is taught to be good in  personalities
so that they behave intelligently. Pancasila is expected to create a person
that obedient to his Lord, has the sense of humanity, unity, democracy and be
able to do justice to all of God’s creatures.

2)      As A Basic curriculum

The purpose of education to achieved must be in accordance with the
curriculum. So in the formation of the curriculum should be based on Pancasila
so that the general purpose of national education of Indonesia can be achieved.
If it is based on Pancasila, achieving school education goals would be more
focused.

The curriculum is describing all the things that will be studied for the
intellectual life of the nation. For that, the establishment of the curriculum
should be adapted to the Indonesian national goals so educational purposes can
be achieved accordingly. The determination of the curriculum should be
according to the values that ??contained in Pancasila. 

 

 

 

CHAPTER III

CLOSING

 

A.   
Conclusion

From the explanation above, it can be conclude that education is an important
aspect of building a nation. Almost all nations put the development of
education as a priority in the National Development Program. Quality of human
resources is the result of a good education and are key to the success of a
State.

Therefore, quality education is crucial because it provides a very
important role both for oneself, others or the State. Of course, there are
factors that affect the quality of education, including students, teachers,
curriculum, facilities, and the learning process. Thus, efforts should be made
to achieve quality education by improving the quality of each of these factors.

Not only that, Pancasila also plays an important role, namely as
guidelines for the implementation of education system reforms. Pancasila is
expected to support efforts to achieve quality education in Indonesia as well
as able to cope with strong currents of globalization which potentially erode
native cultures of Indonesia. Therefore, Pancasila included into the compulsory
subjects in the curriculum, that we are familiar with Pancasila and Citizenship
Education.

B.    
Suggestion

Based on the conclusions above, the author suggest the following.

1)      As the nation’s next generation,
each student must recognize that education is very important in dealing with
the negative impacts arising from globalization and technological developments.

2)      The government should improve the
welfare of teachers, as well as allocating revenue to the state budget at
central and local level so that quality and adequate education facilities can
be built.

3)      Every Indonesian citizen should
increase interest in reading in order to broaden their knowledge so that
quality education can be achieved.
